Republic Township Board

PRESENT: Hurst, Johnson, Koski, Mattila, Skogman
VISITORS: six area residents

1. Supervisor Johnson called the meeting to order at 7:00pm in the Township Hall.

2. Salute to Flag

3. Motion by Mattila, 2nd by Hurst, to approve the agenda as presented with the addition of item 9-K (South Fire Hall). CARRIED.

4. Motion by Hurst, 2nd by Mattila, to approve the minutes of the following meetings as presented. CARRIED.

03-26-09 (budget) 03-26-09 (regular) 03-30-09 (special)

5. Motion by Hurst, 2nd by Koski, to approve payment of the bills in the amount of $84,273.46. CARRIED.

a) Trustee Koski- reported on Planning Commission activities

Emergency Medical Services Week

WHEREAS, emergency medical services is a vital public service, and…

WHEREAS, the members of emergency medical services teams are ready to provide lifesaving care to those in need 24 hours a day, seven days a weed; and…

WHEREAS, access to quality emergency care dramatically improves the survival and recovery rate of those who experience sudden illness or injury, and…

WHEREAS, the members of our EMS service and Marquette County’s seventeen (17) other emergency medical services agencies engage in thousands of hours of specialized training and continuing education to enhance their lifesaving skills, and…

WHEREAS, it is appropriate to recognize the value and the accomplishments of emergency medical services providers by designating Emergency Medical Services Week, now…

THEREFORE, we recognize this event and do hereby proclaim
the week of May 17-23, 2009 as

EMERGENCY MEDICAL SERVICES WEEK

With the 2009 theme, EMS: A Proud Partner in Your Community, we encourage the community to observe this week and show appreciation for what these individuals continually give to us!

Motion by Koski, 2nd by Hurst, to adopt the above resolution.
ROLL CALL VOTE: Hurst-yes, Johnson-yes, Koski-yes, Mattila-yes, Skogman-yes. CARRIED.

e) Assessing- Clerk Skogman will temporarily sit in for Supervisor Johnson on the Ordinance sub-committee.

f) Website- Mr. Nannestad gave a written report to the board.

g) DPW/Fuel Tank- still discussing location site.

h) DPW/Radios- Supervisor will bring prices back to the board for 2-way radios.

1. UNFINISHED BUSINESS:

a) Road Repair Grant- no action

 

b) Water Line Grant- waiting to secure a tank access site.

Motion by Mattila, 2nd by Koski, to approve pay invoice of $2,650.44 for UPEA. CARRIED.

c) Evergreen Street Sewer Line- no action

d) Transfer Station Billing- initial bill will be given to customer on site, with rebilling, as necessary, by Clerk.

e) Office Leave Hours- a form was approved for use by Treasurer, Clerk, and all deputies.

f) MML Insurance Pool- clerk will contact them for info.

g) Horseshoe Courts- 9 courts will be put in by “barrel” area in town.

1. NEW BUSINESS:

a) Township Master Plan- Dan Mitchell; board received draft copy of the Republic Township Master Plan.

Motion by Mattila, 2nd by Hurst, to approve the first draft of the Republic Township Master Plan. CARRIED.

b) Wood Burner Ordinance- no action taken

c) Memorial Day- board members to attend, as usual; Clerk will contact Ms. Venn in regards to the refreshments.

d) Summer Students-

Motion by Koski, 2nd by Johnson, to rehire Matt Barry and Jesse Durant as our summer workers. CARRIED.

e) Temporary Insurance Policy- approximately $210 per month [for 2 months] to cover new full-time hire.

Motion by Johnson, 2nd by Mattila, to pay approx $210 per month for an interim insurance policy for new DPW worker. CARRIED.

f) Auditorium Windows- the 3 windows need to be replaced; Supervisor Johnson will come back to the Board with bid prices.

g) Community Heroes Recognition Ceremony- Township will do it again this year with a temporary date set for June 2009.

h) MCTA Banquet- Treasurer Mattila needs to know which board members [and guest] will be attending the banquet on May 8, 2009.

i) Regional Library-

RESOLUTION OF SUPPORT FOR PARTICIPATION IN A DISTRICT LIBRARY PLANNING COMMITTEE

WHEREAS, the Republic Township Board hereby resolves:

1. It is interested in joining with other governmental entities within Marquette County which shall
be identified through adoption of a Resolution of Support for Participation in a District Library
Planning Committee by its’ governing board to establish a district library pursuant to 1989 PA 24;
2. The Township will appoint two representatives to the District Library Planning Committee,
Which is tasked with preparing a District Library Agreement; and…
3. If the District Library Agreement is acceptable to the Township Board, it will adopt a resolution to establish a district library and to sign the agreement.

NOW THEREFORE BE IT RESOLVED that the Township of Republic supports participation in a District Library Planning Committee for the creation of a district library.

Motion by Mattila, 2nd by Koski, to adopt the above resolution.
ROLL CALL VOTE: Hurst-yes, Johnson-yes, Koski-yes, Mattila-yes, Skogman-yes. CARRIED.

j) Water Improvement Financing District-

Motion by Skogman, 2nd by Koski, to go forward with the plan for a Water Resource Improvement Tax Increment Finance Authority. CARRIED.

k) Witch Lake Fire Hall- there has been some damage to the electrical mast on the Witch Lake Fire Hall roof.
