Regular Meeting
Republic Township

PRESENT: Adams, Johnson, Mattila, Skogman
ABSENT: Hurst
VISITORS: several area residents

1. Supervisor Johnson called the meeting to order at 7:00pm in the Township Hall.

2. Salute to Flag

3. Agenda was presented for approval with the addition of items: 8-C [Pasty.net], 8-F [generator] and 8-G [Keenwenaw Scrap Metal]

Motion by Adams, seconded by Johnson, to approve the agenda as amended. CARRIED.

4. Motion by Mattila, seconded by Adams, to approve the minutes of the following meetings. CARRIED.

05-24-07 [regular] 06-11-07 [special]

5. Motion by Skogman, seconded by Adams, to pay the bills as presented. CARRIED.

6. PUBLIC COMMENT: length – 5 minutes

7. REPORTS:

a) Trustee Adams- attended & reported on Solid Waste and Planning Comm. meetings.

b) Fire Dept.- no report

c) Ambulance- written report

d) DPW- no report

e) Heritage Trail- organizational meeting held on June 27th.

8. UNFINISHED BUSINESS:

a) Stubblefield- trailer is gone

b) Truck Purchase- 3 trucks have been researched= *$11,500 for a 3yd w/plow / *$10,500 for a 5yd 1987 [Schultz] / *$26,000 [Schultz]. No action taken.

c) Bunk Property Issue- Township Attorney sent letter to Ms. Coffee.

d) Mine Property Discussion- has not taken place as of yet.

e) Pasty.Net- no new info

f) Generator- a manual switch was installed.

g) Keweenaw Scrap- no word from them

9. NEW BUSINESS:

a) Festival Help-

Motion by Adams, seconded by Mattila, to hire Samantha Cheverette, Laura Bengtson and Nathan Jarvi to be Festival workers at a rate of $50 for the day. CARRIED.

b) Shredder Purchase-

Motion by Johnson, seconded by Adams, to purchase a GBC 2260X shredder from Quill @$699.99. CARRIED.

c) LG Property Sale- valued at $14,087.50; Supervisor will check on how said property is Zoned; matter tabled until July 11th special meeting.

d) Zoning/Planning Contract- tabled until July 11th meeting.

e) Cemetery Stone Cleaning-

Motion by Mattila, seconded by Skogman, to approve hiring Mr. Munson to clean cemetery stones that are under Township care for a $2,420 price quote. CARRIED.

f) Minimum Wage Increase- minimum wage goes up to $7.15 as of July 1st.

Motion by Adams, seconded by Johnson, to give all temporary summer workers and DPW workers a $.15 per hour raise. CARRIED.

g) Extra Workers- Travis Mattson and Matt Bengtson.

Motion by Mattila, seconded by Adams, to extend the above listed temporary workers’ employment for another 30 days. CARRIED.

h) Door Replacement-

Motion by Mattila, seconded by Adams, to authorize Supervisor Johnson to get bids for Town Hall front door replacement and bids to replace the whole door unit. CARRIED.

i) National Night Out-

Motion by Adams, seconded by Mattila, to set August 7, 2007 as Republic Township’s National Night Out. CARRIED.

j) Gravel Agreement- $1 per cubic yard.

Motion by Adams, seconded by Johnson, to approve the gravel agreement with the Marquette County Road Comm. with the contract to expire on December 31, 2007. CARRIED, 3-yes, 1-no [Mattila].

k) Campground-

Motion by Adams, seconded by Mattila, to allow camping at the Munson Park area with campers to following approved guidelines. CARRIED.

l) House Bill 4780/Resolution-

WHEREAS, legislation has been introduced – HB4780 – that shifts all tax collection, election functions and assessing from township control to county control, and….

WHEREAS, said legislation requires townships to reimburse county for services that have been shifted, and….

WHEREAS, HB 4780 does not impact cities or villages, but reflects mainly on townships with a population of 10,000 or less, and would go into effect on December 31, 2008, and….

BE IT THEREFORE RESOLVED that Republic Township goes on record as totally opposing HB 4780, which would further devastate our already dwindling revenue.

Motion by Adams, seconded by Mattila, to approve the above resolution opposing HB 4780.
ROLL CALL VOTE: Adams-yes, Johnson-yes, Mattila-yes, Skogman-yes, Hurst-absent. CARRIED.

Special Meeting
Republic Township Board
07-11-07

PRESENT: Adams, Hurst, Johnson, Mattila, Skogman
VISITORS: Eric Hurst

1. Supervisor Johnson called the meeting to order at 12:45pm in the Township Hall.

2. Salute to Flag

3. PURPOSE OF MEETING: Discussion/action – property sale; discussion/action – CUPPAD contract; other matters to come before the Board.

*CUPPAD Contract- was approved 10-26-06; CUPPAD is due a payment of $2,000; no work done as of yet.

Motion by Mattila, seconded by Adams, to pay CUPPAD for actual expenses incurred [Supervisor will get list]. CARRIED.

Motion by Mattila, seconded by Adams, to direct the Planning Commission to decide whether they want Zoning Ordinance work done first or the Master Plan. CARRIED.

*Stubblefield Issue-

Motion by Adams, seconded by Skogman, authorizing the Supervisor to send the Stubblefields a bill for all expenses occurred. CARRIED.

*Next ‘Cleanup’ Site – 124 Fourth St. & 390 Pine St.

Motion by Skogman, seconded by Adams, authorizing Supervisor Johnson to send a letter to the owner of 124 Fourth St. demanding he clean up the site and to start proceedings against owner of 390 Pine St. CARRIED.

*Dump Truck- Frei Chevrolet / $3,810

Motion by Adams, seconded by Johnson, to purchase 1988 GMC dump truck from Frei Chevrolet for a price of $3,810 [money to come from Vehicle fund]. CARRIED.

*LG Parcel Sale- still working on details of sale.

*Pasty.Net- their tech is coming to analyze the area.

*Shredder- model we authorized to purchase is no longer available.

Motion by Johnson, seconded by Adams, to purchase a Fellows C-320C shredder from Quill for the increased cost of approx. $1,000. CARRIED.

*Cemetery Stone Cleaning- there are an additional 14 stones to be cleaned at a cost of $200.

Motion by Skogman, seconded by Hurst, to approve the cleaning of the additional 14 cemetery stones at a cost of $200. CARRIED.

*Trash Pickup/Lake Michigamme Township Residents- complaints regarding condition of garbage shack and lack of said residents to participate in Township’s spring cleanup; Township to schedule an annual trash pickup for Michigamme area residents located in Republic Township & do annual maintenance on the garbage shack(s) located there; letters to be sent to said residents regarding this issue.

Motion by Adams, seconded by Hurst, to allow the Treasurer, Clerk and Supervisor to set a date for said trash pickup. CARRIED.
