Regular Meeting
Republic Township Board
06-26-08PRESENT: Adams, Hurst, Johnson, Mattila, Skogman
VISITORS: six area residents1. Supervisor Johnson called the meeting to order at 7:00pm in the Township Hall.

3. Motion by Adams, seconded by Hurst, to approve the agenda as presented. CARRIED.
4. Motion by Mattila, seconded by Adams, to approve the minutes of the following meetings as amended. CARRIED. 06-19-08 –under item 2/summer workers-insert qualifications for summer workers.

5. Motion by Hurst, seconded by Adams, to pay the bills in the amount of $59,054.12. CARRIED.
6. PUBLIC COMMENT: length – 8 minutes
7. REPORTS:
a) Trustee Adams- attended & reported on 2 Twp Bd special mtgs, Spring District mtg, plan comm.. mtg & ordinance subcommittee mtg.
b) Trustee Hurst- took Sen. Stabenow’s rep, Dale Hemmila, Ken Salo, etc, on a tour of the wetlands.; received the final $5,000 from CCI for the wetlands; on July 5th the group will be giving guided tours of the wetlands and holding an open house at the Town Hall, with refreshments being served.
c) Heritage Trail- see 7-B
d) Ambulance- no report
e) Fire Dept.- they would like to purchase a $400 vehicle cleaning kit.
Motion by Johnson, seconded by Adams, to purchase the vehicle cleaning kit for the Fire Dept. at an approximate cost of $400. CARRIED.
f) Assessing- written report; vacant land sales study for 2008 is finished.
g) Website- Fred Nannestad; oral reporth) DPW- no report
1. UNFINISHED BUSINESS:
a) CDBG Road Repair Grant- work to start July 31st.
b) Water System Improvements Grant- paperwork has been filled out & signed.
c) Pasty.net Availability- they have provided a written explanation of service they plan to provide.
d) Sewer Customer Meeting- set for July 9th at 6pm
1. NEW BUSINESS:
a) Liquor License Request-
BE IT HEREBY RESOLVED that Republic Township approves the transfer of ownership of 2008 Class C licensed business with dance-entertainment permit, located at Front & Kloman, Republic, MI, 49879, Republic Township, Marquette County, from P2 Projects, Inc. to JVMJ, Inc.
Motion by Skogman, seconded by Hurst, to approve this resolution. ROLL CALL VOTE: Adams-yes, Hurst-yes, Johnson-yes, Mattila-yes, Skogman-yes. CARRIED.
b) Ordinance Enforcement Officer-
ORDINANCE ENFORCEMENT OFFICER
An ordinance to establish the office of Ordinance Enforcement Officer; to prescribe the duties of said office; to authorize the Republic Township Board to appoint any person or persons to said office, and to amend any ordinances of Republic Township which conflict with the provisions hereof.
THE TOWNSHIP OF REPUBLIC, MARQUETTE COUNTY, MICHIGAN ORDAINS:
Section 1: Ordinance Enforcement Officer
There is hereby established the office of Ordinance Enforcement Officer within the Township of Republic, Marquette County, Michigan.
Section 2: Appointment
The Republic Township Board is hereby authorized, by resolution, at any regular meeting of said Board, to appoint any person or persons to the office of Ordinance Enforcement Officer for such term or terms as may be designated in said resolution. Any such appointment shall be by resolution of the Board, which shall specify the compensation to be paid to the Enforcement Officer, and any other special conditions which would apply to such employment. Said Board may further, by resolution, remove any person from said office, in the discretion of said Board.
Section 3: Duties
The Ordinance Enforcement Officer is hereby authorized to enforce all ordinances of Republic Township, whether currently or hereafter enacted, and whether such ordinances specifically designate a different official to enforce the same or do not designate any particular enforcing officer. Where a particular officer is so designated in any such ordinance, the authority of the Ordinance Enforcement Officer to enforce the same shall be in addition and supplementary to the authority granted to such other specific officer. Any ordinance-enforcing authority of the Supervisor and any other officers specifically designated in any Township ordinance shall continue in full force and effect and shall in no way be diminished or impaired by the terms of the within ordinance.
Section 4: Definitions
The ordinance enforcement duties herein authorized shall include, among others, the following:
Investigate ordinance violations;
Serving notice of violations;
Serving appearance tickets as authorized under Chapter 4 of the Code of Criminal Procedure Act, Public Act 175 of 1927, as amended (MCL 764.9c)
Appearing in court of other judicial proceedings to assist in the prosecution of ordinance violators,
And
Such other ordinance enforcement duties as may be delegated by the Township Supervisor or assigned by the Township Attorney.
Section 5: Saving Clause
The provisions of the within ordinance are hereby declared to be severable and the invalidation of any one or more of the same by any judicial determination or statutory or constitutional provision shall not invalidate the remainder of said provisions or ordinance.
Section 6: Effective Date
This ordinance shall take immediate effect. All ordinances of the Township heretofore or hereafter adopted shall hereafter be supplemented by the terms of the within ordinance.
BE IT HEREBY RESOLVED that Republic Township adopts the Ordinance Enforcement Officer Ordinance.
Motion by Adams, seconded by Hurst, to adopt this ordinance. ROLL CALL VOTE: Adams-yes, Hurst-yes, Johnson-yes, Mattila-yes, Skogman-yes. CARRIED.
c) Minimum Wage Increase- as of July 1st it goes from $7.15 per hour to $7.40 per hour.
d) Dog License Sales- there is a possibility that dog licenses will be sold by local vets.
Motion by Adams, seconded by Mattila, to post for one vacancy on the Planning Commission created by Ms. Tapio’s resignation. Interested applicants will fill out the remainder of her term. Applications are to be back for the August board meeting. CARRIED.

Special Meeting
Republic Township Board
07-09-08PRESENT: Adams, Hurst, Johnson, Mattila, Skogman
VISITORS: Jim Koskiniemi, Mark and JoAnne Antilla1. Supervisor Johnson called the meeting to order 6:03pm in the Township Hall.
2. PURPOSE OF MEETING; discussion/action regarding the Evergreen Street sewer line problem.
Mr. Koskiniemi {UPEA} explained the three possible solutions to the current problems.
Try to maintain present system
Install a ‘grinder’ pump – total est. cost of 17 to 20 thousand $.
Residents install their own systemMotion by Johnson, seconded by Skogman, to split the cost of a private sewer system for the Antilla’s, with the Township share of expenses not to exceed $4,500. CARRIED.
