Republic Township Board

PRESENT: Adams, Hurst, Johnson, Mattila, Skogman
VISITORS: several area residents

1. Supervisor Johnson called the meeting to order at 7:00pm in the Township Hall.

2. Salute to Flag

3. Agenda was presented for approval with the addition of items 9-U [Zoning Permit Modification] & 9-V [Minimum wage increase].

Motion by Adams, seconded by Mattila, to approve the agenda as amended. CARRIED.

4. Minutes of the 08-24-06 regular meeting were presented for approval.

Motion by Adams, seconded by Mattila, to approve the minutes as presented. CARRIED.

5. PAYMENT OF BILLS:

Motion by Hurst, seconded by Adams, to pay the bills in the amount of $122,793.71. CARRIED.

6. PUBLIC COMMENT: none offered.

7. REPORTS:

a) Supervisor Johnson- received sales list & price from CCI regarding their properties; showed GPS map of North Republic; announced that CDBG grant for road repairs has been approved.

b) Trustee Adams- attended & reported on the following meetings= Ordinance Committee, County Solid Waste & MCTA,

c) Trustee Hurst- attended & reported on the following meetings= Planning Commission, Heritage Trail/MCTA.

d) Fire- no report

e) EMS- EMT class has 22-23 attendees, five of which are from Republic; received radios and most of grant purchases; working on revising run cost sheet.

f) Water Filter Plant- plant is functioning but there are still problems with filter computer.

8. UNFINISHED BUSINESS:

a) Silver Tent- no action taken

b) Stubblefield Condemnation- notification sent & received

c) Water Tank- final payment request;

Motion by Adams, seconded by Hurst, to approve the final payment request regarding the water tank request in the amount of $7,000. CARRIED.

9. NEW BUSINESS:

a) RD Grant Application- for water system engineering study; special meeting scheduled for October 10th at 6:30pm.

b) Sign Request – request for a “Dead End Road” sign for Walnut Drive.

Motion by Adams, seconded by Mattila, to approve the sign request. CARRIED.

c) Cemetery Clean Up- Received a $2,000 donation from the LaForais estate to be used for the cemetery; possibility of Township hiring two workers next spring to work on cleaning up stones, etc.

d) MTA Conference-

Motion by Mattila, seconded by Adams, authorizing Board members’ attendance at the January ’07 Conference, with attendees that wish to fly or drive to be reimbursed the cost of a bus ride. CARRIED.

e) Junk Car Ordinance- minor revisions made (previous version covered only North & South Republic).

Motion by Mattila, seconded by Adams, to approve the revisions to the Junk Car Ordinance. CARRIED.

f) Emergency Services Building- the Fire Dept. & Ambulance crew are to be notified when Hall will be used.

g) Drying System/Turnout Gear- taken care of.

h) Perch Lake Garbage Pickup- (Humboldt Township residents)

Motion by Adams, seconded by Hurst, authorizing to have Humboldt Township pick up the garbage for those affected residents and have that amount deducted from their bill. CARRIED.

i) Tandem Truck Repair/Sale- tabled

j) Mykkanen Proposal- plans for a General Store/Log Cabin Construction Site kitty-corner from beach; would need to purchase the property from the Township.

Motion by Hurst, seconded by Adams, to get an appraisal of property in question [west of M-95 & south of River Road]. CARRIED.

k) Ambulance Sale-

Motion by Skogman, seconded by Adams, to sell the old ambulance on e-bay using Northern Trading Services, with a reserved price. CARRIED.

l) Festival Area Camping-

Motion by Johnson, seconded by Hurst, to close area to camping at this time, and inform residents with items on the property that they must have them off in 14 days. CARRIED.

m) Township Website- 2 proposals received.

Motion by Mattila, seconded by Adams, to accept the recommendation by the Planning Commission to go with the proposal from Mr. Nannestad. CARRIED.

n) Public Planning Meeting- scheduled for October 3rd, at the Town Hall at 7:00pm.

o) Republic Dam- going to be working on water levels on the River.

p) Auditor Bids- none received; letters to be sent to prospective bidders.

q) Non-Scheduled Transfer Station Requests- DPW crew wants it closed except for scheduled date, with appointments scheduled for either 8am or 3pm.

r) Martin Easement Request- tabled

 

s) Garbage Rate/Homesteaded ‘SnowBirds’-

Motion by Skogman, seconded by Johnson, to abolish the special garbage rate for Homesteaded Snow Birds effective January 1, 2007. CARRIED.

t) AT&T/Metro Act- received letter from AT&T explaining why their rates went down.

Motion by Adams, seconded by Mattila, to have Supervisor Johnson sign the required permit. CARRIED.

u) Zoning Permit Application Modification- wording change;

WHEREAS, the zoning permit for Republic Township is being modified to allow appraisers or authorized officers of the Township to access the parcel being permitted, and…

WHEREAS, it is the intention of the Republic Township Board to record the authorized officers of the Township…

BE IT THEREFORE RESOLVED that the recognized authorized officers of the Township are for this purpose are: Township Supervisor/Assessor, Zoning Administrator, Assistant Zoning Administrator, and Assistant Assessor.

Motion by Adams, seconded by Mattila, to approve the above resolution changing the wording on the Zoning Permit Application.
ROLL CALL VOTE: Adams-yes, Hurst-yes, Johnson-yes, Mattila-yes, Skogman-yes. CARRIED.

v) Minimum Wage Increase- starting October 1, 2006 the minimum wage will be going from $5.15 to $6.95 per hour.

Motion by Johnson, seconded by Adams, to change Republic Township’s minimum wage from $6.00 to $7.00 per hour. CARRIED.
