Regular Meeting
Republic Township Board
09-27-07

PRESENT: Adams, Hurst, Johnson, Mattila, Skogman
VISITORS: 7 area residents

1. Supervisor Johnson called the meeting to order t 7:00pm in the Township Hall.

2. Salute to Flag

3. Motion by Adams, seconded by Mattila, to approve the agenda with the addition of item 7-G [web page report]. CARRIED.

4. Motion by Mattila, seconded by Hurst, to approve the minutes of the 08-23-07 & 09-11-07 meetings as presented. CARRIED.

5. Motion by Mattila, seconded by Adams, to pay the bills in the amount of $69,012.58. CARRIED.

6. PUBLIC COMMENT: length – 3.5 minutes

7. REPORTS:

a) Trustee Adams – attended & reported on the County Solid Waste & Planning Comm. meetings.

b) Trustee Hurst- attended & reported on Recreation Authority meeting; there will be a meeting in Bay City.

Motion by Johnson, seconded by Adams, to pay meals & lodging for Trustee Hurst to attend the meeting in Bay City. CARRIED.

c) Fire Dept.- no report

d) Ambulance- written report from Nancy Currie

e) Heritage Trail- Trustee Hurst will be attending the meeting in Bay City regarding the Heritage Trail; there is a new map available.

f) Assessor- spoke re: PRE’s; State no longer provides assessing manuals.

g) Web Page- Fred Nannestad gave a detailed report; much work has been done.

 

1. UNFINISHED BUSINESS:

a) Stubblefield- Attorney has filed in court to recoup our losses.

b) Cemetery Fence- Supervisor got bids on heavy-duty 3” plastic chain; need approx. 1,000’.

Motion by Mattila, seconded by Adams, to purchase the plastic chain from HPI Online at approx. $700. CARRIED.

c) Bunk-

Motion by Skogman, seconded by Hurst, to authorize Supervisor Johnson to sign the letter, drafted by attorney, to Ms. Coffee. CARRIED.

d) Property Swap- Village of Iron City; swap lot 56 for lots 7, 8, & 9.

Motion by Mattila, seconded by Hurst, to authorize the property swap with Mr. Miron & Mr. Haggard, with Supervisor & Clerk to sign the necessary papers. CARRIED.

9. NEW BUSINESS:

a) Billing Date Change Request- a resident requests we change our billing collection date to 30 days. No action taken.

b) NMPSA Class- 2 classes in Excel.

Motion by Johnson, seconded by Adams, to authorize Treasurer Mattila’s attendance at the two Excel classes, with her expenses paid. CARRIED.

c) UPEA- Jim Koskiniemi/grant; $1.8 million project.

Motion by Hurst, seconded by Adams, to apply for & sign papers in regard to the Rural Development Grant for water system upgrade. CARRIED.

Discussion/Failed grant- Supervisor Johnson discussed the failed grant with Bill Sanders [UPEA]; Jim Koskiniemi, Bill Sanders, Supervisor Johnson & Trustee Hurst to sit down and work on redoing the grant.

Motion by Adams, seconded by Hurst, to authorize Supervisor Johnson, Trustee Hurst, and a member from the Planning Commission to sit down with members from UPEA and work on redoing the grant. CARRIED.

d) Multi-Agency Meeting- possibility of Township Board sitting down with the School Board to discuss various issues.
e) Donation Offer- the Republic Festival Committee is willing to give a conditional gift to the Township to be used in construction of a Township Pavilion.

Motion by Mattila, seconded by Adams, to accept the generous offer from the Republic Festival Committee. CARRIED.

f) Treasurer’s Meeting- there will be a Treasurer’s meeting held in Marquette on October 2nd.

Motion by Adams, seconded by Skogman, to authorize Treasurer Mattila’s attendance at said meeting, with the usual reimbursements. CARRIED.

g) CUPPAD Request- requesting that the Township send a letter of support to MI EDC w/copies sent to our representatives.

Motion by Adams, seconded by Hurst, to authorize Supervisor Johnson to send said letter(s). CARRIED.

h) Road Commission Budget-

Motion by Mattila, seconded by Skogman, that the Republic Township Board goes on record as opposing item #9 of the Road Commission budget and to send letters stating such to Marquette County Board members and Road Commission members. CARRIED.

i) Humboldt Township Request- Township previously approved sending a letter of support to Humboldt Twp on their efforts to obtain the former Project Elf property; they now want letters of support sent to Comm. Paul Arsenault with copy to Marvin Ruuspakka regarding they obtain the property for fire protection services.

Motion by Adams, seconded by Hurst, authorizing Supervisor Johnson to send said letter(s). CARRIED.
